In 2024, the Consortium of Academic and Research Libraries in Illinois (CARLI) entered a five-year agreement with Wiley to waive article processing charges (APC). Rush University Medical Center will share a pool of open access entitlements with nine other participating CARLI institutions.
There is a pool of 40 article entitlements to share for the 2025 calendar year. These article entitlements are used on a first come, first served basis and will not be renewed until January 1st of the following year.

Are there journals (or categories of journals) which are excluded from the agreement?
Articles must be published in a fully open access journal (submitted on or after January 1, 2025) or published open access in a hybrid journal (accepted on or after January 1, 2025).
Gold Open Access Journals:
The author who has submitted an Eligible Article in the editorial office submission system must identify "Rush University” as their affiliation and not “Rush University Medical Center” For some Gold Journals, they must also answer a publication charge question in order to request that the article is covered as an Eligible Article by the Transformative Agreement.

Hybrid Open Access Journals:
In order to have the article publishing cost waived, the author must identify "Rush University” as their affiliation and not “Rush University Medical Center” in the electronic editorial office submission and Author Services systems. Once the affiliation is identified, the author will be presented with a choice of publishing open access. If an author elects not to publish open access, the article will not be covered by the Transformative Agreement.

Because the transformative agreement with Wiley was brokered by CARLI, only Rush University-affiliated authors are eligible.
